WASHINGTON, D.C. – The Office of the Director of National Intelligence (ODNI) today released the 2026 Commercially Available Information (CAI) Report. In May 2024, the Intelligence Community (IC) publicly released the IC’s Policy Framework for Commercially Available Information that established principles governing the IC’s access, collection, and processing of CAI, including certain sensitive forms of CAI, hereafter referred to as Sensitive CAI (SCAI). Subsequently, the Director of National Intelligence (DNI) issued the IC Policy Memorandum (ICPM) 504 [01], Intelligence Community Policy Framework for Commercially Available Information, which was publicly released on 17 December 2024 on dni.gov. The CAI ICPM established a policy that governs the IC’s access, collection, and processing of CAI.
Among other things, the CAI ICPM directed certain transparency actions. Specifically, the CAI ICPM directed ODNI, with the support of the IC elements, to:
For the first time, the DNI is reporting information and certain statistics related to CAI as required by the CAI ICPM to provide the public with a report every two years beginning in 2026.
The release of this report is further consistent with the DNI’s commitment to transparency and accountability and to the Principles of Intelligence Transparency.
